Keller is committed to safety for our various bike riders, pedestrians and motorists. With the rise of e-bikes in our community — and confusion among some residents about the difference between e-bikes and e-motorcycles — here are some reminders about the different types of bikes on the market and their state and local regulations.

• Riders of bicycles and e-bikes have the same rights and duties as motor vehicle drivers, including stopping at stop signs and traffic lights
• Parents/guardians must ensure children follow traffic laws

Keller Requirements

• Helmets are required for all e-bike riders under 16 years old
• Max allowed speed on public trails: 15 mph

Safety Equipment

• Brakes: Must skid on dry, level pavement
• Night Riding:
• Front white light (visible up to 500 ft).
• Rear red reflector or light (visible 50-300 ft).
• (Texas Transportation Code 551.104)
• Riders Cannot:
• Wear headphones, earbuds, earplugs or other noise reduction devices
• Operate after dusk without the proper front and rear lighting
• Carry passengers unless it is designed for a passenger and/or a properly installed child safety seat

E-Bike Classes (Texas Transportation Code 664.001)

• Class 1 & 2:
• No age restriction
• Max speed 20 mph
• Class 1 & 2: Pedal assist required
• Class 2: Hand throttle
• Class 3:
• Minimum age: 15
• Max speed 28 mph
• Requires pedal assist and speedometer

E-Bike Requirements (Texas Transportation Code 551.107 & 664.002)

• Max motor: 750 watts
• Permanent label must show: E-bike class, top assisted speed and motor wattage
  
  

If your child’s bike does not have working pedals and operates solely from a motor, Texas law does not classify it as an e-bike. These sorts of bikes are not allowed on public roads, sidewalks or trails in Keller and can only be used on private property.

Fully electric motorcycles may be driven on public roads only (not sidewalks or trails). They must also be registered and driven by someone with a Class M license, and helmets are required for those under 21.
