The Future Lane Use Plan Advisory Committee was disbanded by the Keller City Council on Sept. 17, 2013, after committee members completed their work and presented their recommendations. This page is meant to provide Keller citizens with a history of the committee's work.

 

The Keller City Council has established a Future Land Use Plan Advisory Committee to review the Land Use Element of the Keller Master Plan and recommend portions of the plan to be retained, deleted or reviewed for possible future edits.

The Future Land Use Plan Advisory Committee consists of seven members appointed by the City Council: Mayor Pat McGrail (Committee Chairman), Councilman Doug Miller (Committee Vice Chairman), Planning & Zoning Commissioners Jay Brown and Paul Frederiksen, and citizens Melanie Belcheff, Peter Sackleh and Tom Soulsby.

Please note that this committee will serve strictly in an advisory capacity; should the City Council decide upon the committee’s recommendations later this year to make changes to the Future Land Use Plan, a separate group may be formed to work on those changes.

Upcoming Meeting:

This advisory committee has been disbanded; future discussions on updates to the Future Land Use Plan will occur at the Keller City Council level.

Future Land Use Plan

The Future Land Use Plan serves as a guide for the City of Keller to help address issues such as physical factors and man-made constraints that influence development, demographic makeup of the city, existing land use patterns, and future growth and development opportunities. The Keller City Council adopted the existing Future Land Use Plan on Aug. 31, 1998.

Public Comment Opportunities

The Future Land Use Plan Advisory Committee has tentatively planned three public hearing during this process to conicide with its third, fourth and sixth meetings. Those meetings are scheduled for 6 p.m. Tuesdays, July 9, July 23 and Aug. 27 at Keller Town Hall.

All written correspondence regarding this committee's work will be collected by staff and forwarded to members of the Future Land Use Plan Advisory Committee and the Keller City Council for their consideration.

Sept. 17, 2013
Members of the Future Land Use Plan Advisory Committee were disbanded by the Keller City Council and thanked for their service after presenting their recommendations regarding the Future Land Use Plan.

Sept. 10, 2013
The Future Land Use Plan Advisory Committee finalized its recommendations to be presented to the Keller City Council at its regularly scheduled meeting Tuesday, Sept. 17.

Aug. 27, 2013
Members of the Future Land Use Plan Advisory Committee hosted their final public hearing and began deliberations on their recommendations to the Keller City Council.

Aug. 13, 2013
Committee members reviewed Chapters VIII-X of the plan, including Corridor Guidelines, Implementation of the Plan and its Appendices, recommending that all three sections be consider for review and revision.

July 23, 2013
The committee held its second of three scheduled public hearings, at which the majority of residents' focus continued to be on land use categories and density issues. In the following discussion, committee members continued their recommendations that the council consider a review of the rezoning process, recommended development practices and more.

July 9, 2013
The committee held its first of three scheduled public hearings, at which the vast majority of residents focused their comments on the land use categories and current Future Land Use Map. In the following discussion by committee members, the group planned to recommend that the council consider reviewing the map and categories.

June 25, 2013
Committee members reviewed demographic trends in the U.S. and state, looking at changes in home ownership, household sizes, age, etc. They then reviewed the first six chapters of the Future Land Use Plan, including the Introduction, Goals and Objectives, Inventory and Analysis, Existing Land Use, Demographic Analysis and Economic Base Study. Committee members determined that all of these sections were outdated and should be considered for revision.

June 11, 2013
The Future Land Use Plan Advisory Committee received information about its charge from the Keller City Council, was briefed on the city's Future Land Use Plan and set its meeting schedule.

May 21, 2013
The Keller City Council appointed three citizens to the committee, choosing Melanie Belcheff, Peter Sackleh and Tom Soulsby from a pool of 24 applicants. The council also approved a charge for the committee. View that work session’s agenda HERE and a video recording of that meeting HERE

The Keller City Council appointed two council members and two Planning & Zoning commissioners to the committee, choosing Jay Brown and Paul Frederiksen from P&Z and selecting Mayor Pat McGrail and Councilman Doug Miller to serve as chairman and vice chairman, respectively. The council also saw a draft charge for the committee, and received copies of all the citizen applications for their consideration.
