In October 2014, the Keller Economic Development Board and city staff began focusing on North Main/Hwy. 377 as the next commercial corridor, following plans for Old Town Keller - West, that city leaders needed to target for strategic development plans.

The KEDB then took a lead role in reviewing and considering recommendations for the area; the analysis and resulting recommendations, which will now go forward to Planning & Zoning and then City Council for their consideration, are included in the North Main - Mount Gilead to Johnson Road Planning & Economic Analysis Study.

Study Contents

  • Property owner identification and basic appraisal district data
  • Representation of existing land uses
  • Representation of existing roadways, including U.S. 377 and local street stubs
  • Representation of existing water distribution, sanitary sewer, topography/storm drainage
  • Representation of existing zoning and Future Land Use Plan recommendations, including overlays
  • Analysis of potential development or redevelopment opportunities
  • A SWOT analysis for the Study Area
  • Analysis of actual lot sizes of residences in proximity to the Study Area
  • Potential amendments to the Future Land Use Plan
  • Comprehensive Analysis of all prior information
  • Proposed Land Uses
  • Summary of Recommendations




Public Comment Opportunities

The North Main - Mount Gilead to Johnson Road Planning & Economic Analysis Study went before the Planning & Zoning Commission and Keller City Council. Keller residents and business owners were invited to comment on the plan in person at those meetings and/or send written comments to either the commission or council.

Although action has already been taken on this item, citizens may still share feedback with the Keller City Council at



Sept. 1, 2015: The Keller City Council approved adjustments to the Future Land Use Plan by Resolution 3661. DOWNLOAD RESOLUTION & FINAL MAP / WATCH MEETING

Aug. 18, 2015: The Keller City Council tabled the proposed Future Lane Use Plan changes.

July 27, 2015: The Planning & Zoning Commission recommended denial of the study's associated Future Land Use Plan changes with a tied vote of 3-3. WATCH MEETING

May 18, 2015: Joint meeting of the Keller City Council, Economic Development Board, and Planning & Zoning Commission to discuss the North Main/Hwy. 377 Planning and Economic Analysis Study.

April 20, 2015: KEDB reviewed the Analysis, Proposed Land Uses, and Recommendations components, and approved the Study.

March 16, 2015: KEDB reviewed the analysis components, including a graphic representation of lot sizes in the area, and potential Future Land Use Plan amendments.

Feb. 16, 2015: KEDB discussed the property owner meetings and allowed property owners to express their opinions about challenges they have faced over the years.

January-February 2015: Meetings were held with several property owners and their representatives to discuss the land in that area and any barriers to its development.

January 2015: Certified letters were sent to all property owners in the Study Area notifying them of the KEDB activities, offering to meet individually or in groups, and encouraging them to be engaged in the Study as it progressed.

Jan. 19, 2015: KEDB reviewed the updated Study and approved the letter to property owners.

Dec. 15, 2014: KEDB reviewed an inventory and representation of all known factors that might impact development of the Study Area.

November 2014: EDT Best Practices, LLC was engaged to assist in the analysis and planning for the Study Area.

October 2014: KEDB began discussing the need to focus on North Main/Hwy. 377 and its needs for future development.
