The City's UDC UpdateUnified Development Code (UDC) Update was recently approved by City Council at its November 18th, 2008 meeting. 

City Staff receives public comments on UDC Update at a Public Input Meeting on Wednesday, August 27, 2008 meeting:

City Staff worked with City Council, the Planning and Zoning Commission, and the UDC Technical Review Committee to ensure that the public had ample opportunity to review and provide comments on the UDC Draft Update, which incorporated the input received at four Technical Review Committee meetings.  City Staff conducted a public input meeting on Wednesday, August 27, 2008 at Keller Town Hall to discuss the proposed UDC Draft Update changes and received comments and input from the public.

The Planning and Zoning Commission considered the UDC Update at its September 22, 2008 regular meeting:

The UDC Draft Update was considered by the Planning and Zoning Commission on Monday, September 22, 2008 and recommended approval by a vote of 5-0 with the following recommendations: 

  1. The maximum number of lots that are allowed to utilized on-site sewage systems to remain at 5 lots instead of 3 lots as recommended by the Technical Review Committee. 
  2. Add a definition for wind turbines and place in all district use charts as a use requiring approval of an SUP. 
  3. Add a definition for solar panels and place in all district use charts as a use requiring approval of an SUP. 
  4. Require an SUP for accessory buildings over 500 square feet in the SF-10 District. 
  5. The Planning and Zoning Commission shall delay a recommendation regarding parking regulations for recreational vehicles, boats, and trailers, as well as an amendment to list convenience stores with gas pumps as a use allowed by SUP in the Retail District pending further discussion and deliberation.

Changes to the UDC Update since the September 22, 2008 Planning and Zoning Commission meeting:

  1. The development standards within Article Eight have been extracted to create a new Article Nine.*
  2. The Design and Technical Construction Standards (DTCS) within Article Ten have been extracted to create a new Article Eleven.*
  3. All defintions within the UDC were extracted from Articles Eight and Nine and relocated to Article Three - Definitions to create a centralized locations for all definitions.*
  4. The definitions for Wind Turbines and Solar Panels were added to Article Three - Definitions per the recommendation by the Planning and Zoning Commission.  The new wording is highlighted in a bold, italic, and underlined green text.
  5. Wind Turbines and Solar Panels were added to all Zoning District Use Charts within Article Eight - Zoning/Districts as a use requiring approval of an SUP per the recommendation by the Planning and Zoning Commission.  The new wording are highlighted in a bold, italic, and underlined green text.
  6. The minimum square footage for an accessory building to require approval of a SUP was revised to 500 sq. ft. in the SF-10 Zoning District per the recommendation by the Planning and Zoning Commission. The new wording is highlighted in a bold, italic, and underlined green text.

*Items 1-3 listed above were amended after Planning and Zoning Commission consideration and are recommended formatting amendments by City Staff.  No other additions, revisions, or omissions to the UDC Update have been made.

At its worksession meeting on Tuesday, October 7, 2008, the City Council was briefed by City Staff on the UDC Draft Update project and was given a copy of the UDC Update which included the recommendations made by the Planning and Zoning Commission.  Download the Staff Memo on the UDC Draft Update (PDF).

Printed versions (hard copy) of the UDC Draft Update were made available for public viewing at the Keller Town Hall and Keller Public Library and for viewing online.

The Planning and Zoning Commission held a special worksession on Tuesday, November 4, 2008, 3:00 PM at Keller Town Hall to further discuss the parking regulations for recreational vehicles, boats, and trailers, as well as an amendment to list convenience stores with gas pumps as a use allowed by SUP in the Retail District and to receive additional information. This special worksession was not a public hearing and was open to the general public.  The Planning and Zoning Commission did not take any action on these items at this special worksession.

(The Town Center (TC) District is currently under going a separate process named the Keller Town Center Visioning Project and has been extracted from Article 8 - Zoning/Districts of the UDC Draft Update.) 

At their November 13, 2008 meeting, the Parks and Recreation Board will consider revising the Park Development Fee ordinance. Currently, the Park Development Fee is based on $1,000 per dwelling unit with a one acre value of $30,000 and per unit credit of 30 lots. The Parks and Recreation Department Staff recommends amending the ordinance to reflect the current value of one acre of land to $80,000; the per dwelling unit costs to $1,600; and the per unit credit to 50.
